The Interplay of Organizational Culture and Job Satisfaction on the Work Commitment among Government Social Workers

Abstract

Contractual social workers are essential frontliners in implementing DSWD programs, yet they face challenges like job insecurity, limited benefits, and few career opportunities, which affect their satisfaction and commitment. This study aimed to determine the contractual social workers perceived organizational culture, level of job satisfaction, and work commitment. Further, this paper examined the significant relationship between organizational culture, job satisfaction, and work commitment. Descriptive statistics and canonical correlation analysis were used to analyze the data. Results showed that most DSWD government social workers generally feel highly satisfied with their jobs, particularly in terms of job security, autonomy, workload, role clarity, welfare benefits, and compensation. Organizational culture was perceived as strong, especially in collaborative practice. The results also indicated a strong level of work commitment, with affective commitment emerging as the most dominant type. The results revealed a strong positive link between organizational culture, job satisfaction, and commitment to work, suggesting that as employees become more satisfied with their jobs, their dedication and commitment also increase. Therefore, a supportive and well-structured work environment significantly contributes to increased job satisfaction and commitment among contractual social workers. This study recommends that the DSWD and the national government enhance employee welfare by implementing support programs, reassessing task distribution, offering career development opportunities, and establishing policies that strengthen job security and promote regularization. Additionally, future research with a wider scope is encouraged to confirm and broaden the applicability of these results.
